Check with your bank if they have French partner banks and if not how much they'll charge you for atm withdrawl. You'll likely get a better deal using atm's than exchanging dollars for euros.

The only reason to use Uber would be a massive line for regular taxis or if you don't have cash. Although there are ATMs at Arrivals and most official taxis take credit cards. In Paris proper Uber works well, as to regular taxis. Both serve a purpose. Edited: 6 years ago
We contemplated getting and Uber vs a taxi, but as we had 3 pieces of luggage (2 large) we opted to get a taxi so queued in the official taxi line at Gare du nord. Upon departing in our official taxi, the driver set the meter to 35 euros which seemed very suspicious. I googled it and the only fixed fares are from the airports to the city center.
