Somehow I got the feeling that the Vaas character was never supposed to play such a huge role in Far Cry 3 besides being a fairly non-descript henchman. What I think happened is that Michael Mando came in and blew everybody away which led to his role ballooning to a point where it overtook the main story and villain.
In the latter stages of the game, you start getting introduced to characters that don't get to develop much of a personality like the people do in the beginning (Jason, Vaas, the doctor). Now for the good. This game is a masterpiece, visually on the Xbox One it's beautiful, great scenery and world building.
